Alright, I have been wondering this for a while now. What events do you need a Special Use permit for? I have heard someone mention back when there was a thread about a "Snowball Run" that the group needed to get a permit, but I never understood why. Surely you don't need a permit just to get some friends together and take a drive through Wharton.
So I am hoping someone here can shed some light on this for me, at what point does a group need to obtain a permit?

I really don't know. On any give weekend, you can find a gathering of (insert group here) heading out on the trails collectively.

Like the judge said in the decision regarding the difference between pornography and erotic art, "I can't define it, but I now it when I see it...".
It's a good question and one with which many groups wrestle. If you're unsure and intend to ask the Superintendent's office, make sure you ask early because the SF requires 90 days to process an application.
