As an FYI.. Below you will find a link to legislation signed in Jan. 2010 this legislation is the culmination of many years of work by many on both side of the issue. It is a "middle ground" so to speak....But I was against agreeing to the terms as they are but those I was working with on this legislation from th e OHV side wanted to accept it as it was as a sign of good faith. We are seeing were good faith gets you.This legislation has no teeth to have DEP fulfill its task, and does nothing to manage the recreational use of OHV`s. Does this mean that if an ATV is registered, insured, number, and has the proper lighting that it can be taken back in Wharton? If not where else, in New Jersey, can an ATV be ridden on some trails? If you must ride on an ATV park, wouldn’t that then be private land and so why go through all the work of registering, and insuring. My cousin got him and his son matching ATV’s about a year ago, and just wants to take him down some dirt roads, that is the reason for my questions. Any advice would be welcome.

Negative, unfortunately right now the only place in Jersey that youcan ride legally is private property with written permission or one of the few race tracks. you want insurance to cover your butt just incase you injure someone

Any advice would be welcome. what it means is if you have a registered insured quad and once the state fulfills their requirement of building the parks , which I am not holding my breath for, but if it happens they will be able ride the parks which would be on public lands run by a non profit club or association. But there are also age restrictions for riding on public lands, as well there are size requirements, so if they bought matching machines it may not bode well. I can tell you the anti access folks are pushing for a park soon since the higher fees and fines dont kick in until a park is designated.
